How to Convert JPG to PDF (One or Many Images)
Turn photos, scans or screenshots into a single PDF, choose page size and order, in your browser.

A form asks for "one PDF file", but what you have is a handful of phone photos: the front and back of an ID card, receipts for an expense report, the pages of a signed contract or a few screenshots. Turning those images into a PDF makes them easy to send, print and keep together in the right order.
One PDF or one PDF per image?
Decide first what the recipient needs. Most of the time it is a single document with one image per page, for example all receipts of a trip. Sometimes each image has to stay a separate file, for example when a portal has one upload field per document. QodeCat can do both.
How to convert JPG to PDF with QodeCat
The Image to PDF tool builds the PDF in your browser. Your images are not uploaded, which is what you want for ID cards, bank documents and other private papers.
- Open Image to PDF and click the drop area, or drag your images onto it. It accepts JPG, PNG and WebP, up to 20 images. You can also paste a screenshot straight from the clipboard.
- Sort the list by dragging the images up or down. The number next to each image is its page number. Use the rotate button to turn a sideways photo by 90°, and the X to remove one.
- Under Output Configuration, keep Merge PDF for one document, or pick Separate Files to get one PDF per image.
- Choose the Page Size: A4, Letter (common in the US) or Auto (Match Image), which makes each page exactly as big as its image. For A4 and Letter you can also set the orientation, the margins (small 10 mm, large 20 mm or none) and how the image is scaled.
- Optionally type a file name. Then click Merge & Download. In Separate Files mode, click Convert All and then Download Zip.
Which settings to choose
- Documents that will be printed: A4 or Letter, portrait, small margins and Fit to Page. The image is centered and nothing gets cut off.
- Screenshots and photos for viewing on screen: Auto (Match Image). There are no white borders and every page has the shape of its image.
- Stretch to Fill fills the whole printable area but distorts the image if its shape differs from the page. Use it only when the proportions already match.
- Original Size places the image at its natural size and only shrinks it if it does not fit on the page, which suits small images like logos or labels.
- Landscape photos in a portrait document: switch the orientation to Landscape, or rotate the image so it fills the page better.
Tips for a clean result
- Photograph documents flat, in daylight and from directly above. Crop away the table around the paper first with Crop & Rotate.
- Very large photos make a heavy PDF. If the file is too big for an upload form, run it through Compress PDF afterwards.
- iPhone photos in HEIC format must be converted to JPG first.
- Need to add more pages later? Create a second PDF and combine both with Merge PDF.
The tools mentioned above are Crop & Rotate, Compress PDF, HEIC to JPG and Merge PDF.
Other ways to turn images into a PDF
- Windows: select the images in File Explorer, right-click, choose Print and pick Microsoft Print to PDF as the printer.
- Mac: select the images in Finder, open them in Preview, select all thumbnails and choose File > Print > Save as PDF.
- iPhone: in the Files app, select the images, tap the three dots and choose Create PDF.
Frequently asked questions
Does converting JPG to PDF reduce quality?
Each image is embedded in the PDF as a JPEG at good quality, so photos and scans look the same at normal zoom. Very fine detail can soften slightly, so for documents with tiny print start from a sharp, well-lit photo.
Can I convert more than 20 images?
Create the PDF in batches of up to 20 images, then join the files with Merge PDF.
Does it work on a phone?
Yes. Pick the photos from your gallery and download the PDF directly in your mobile browser. Sorting by dragging works best with a mouse, so on a phone it helps to select the photos in the order you want them.
